* S'opposer aux principes de "riposte graduée" (aussi appelée principe de la "sanction en trois étapes") n'est pas qu'un problème franco-français, car d'autres états membres envisagent de telles sanctions et même a été furtivement introduit dans le Paquet Télécom. Il s'agit aussi de s'opposer à certaines formes de polices et justices parallèles, privées qui seraient dangereuses pour les libertées civiles de tout un chacun.
* C'est un signal fort à envoyer aux citoyens européens à un moment où les institutions européennes font face à une profonde crise de confiance pour leur montrer qu'elles sont là pour les protéger et qu'elles ne sont pas simplement une chambre d'enregistrement de certains états membres.
