OBJECTIVE: Contact your MEPs and their assistants before July 7th, the date of the vote in IMCO and ITRE committee, to inform them that the "telecom package" amendements are dangerous for users' freedom and harmful to network neutrality

Please use the advice we have here for you and help modify and improve it.

We need to contact urgently, in this order of priority:

  1. the rapporteurs and draftspersons, Catherine TRAUTMANN (PSE, France) et Malcom HARBOUR (PPE, UK),
  2. their "shadow rapporteurs": : Bernadette VERGNAUD (PSE, France), Cristian Silviu BUŞOI (ALDE, Roumany), Godfrey BLOOM (IND/DEM, United Kingdom), Heide RÜHLE (Verts/ALE, Germany), and André BRIE (GUE/NGL, Germany)
  3. members of ITRE committee and IMCO committee
  4. presidents of political groups
  5. every other MEP (priority to those of your country).

Ask them to abandon the amendments related to IP rights, which don't have anything to do in the Telecom Package. We need to contact all the MEPs to prepare themselves to vote against the rapporteurs and draftspersons proposals in september, if such amendements are voted on july the 7th.

Resources and arguments


  • Summary of the main arguments :
    • A very complex law (5 directives, more than 800 amendments), and crucial votes on the beginning of the summer in a very opaque process.
    • Various amendements (from Mavromatis, Guardans, Harbour, Trautmann, etc.) seem to do the opposite of the announced goal of the text of increasing the consumer protection.
    • Amendement H1 : The Commission could impose technical standards on content filtering and monitoring computing - so called "trusted computing". The Commission will be able to give the concerned recommendations following a quick and undemocratic procedure, at the request of any national regulation authority (ARCEP, CSA, HADOPI + add names of English, German, etc.. NRAs).
    • Amendment K2 authorizes the automatic processing of traffic data without the consent of the user, if this treatment is practiced to ensure "the safety of a public service of electronic communication, a public or private electronic communications , a service of the information society and electronic communicating equipment." The Commission could authorize "technical measures" to prevent or stop infringements of intellectual property. It is necessary to monitor and filter users' electronic communications with hardware and software, which in practice amounts to spyware replacing a judge and proper judicial oversight.
    • Amendment H2 and amendment H3 allow national regulatory authorities to impose access providers to work with rightsholders, in monitoring users specifically when their access is not "safe" (e.g. used to download), and to promote surveillance technologies mentioned above, which is similarly contained in the French draft law for graduated response.
    • This set of amendments creates in European law the unprecedented mechanism known as graduated response: Judicial authority and law courts are vacated in favour of private actors and "technical measures" of surveillance and filtering.

General advice

  • Always be polite in your communications. MEP's and their assistants are people just like us.
  • After sending a short email explaining your concerns in a few words, and containing as an attachment the note of La Quadrature, you can make a phonecall. This may be more useful as it has more impact than an email. (MEP's offices are saturated with mails)
  • Make your correspondent understand that you are voting in his area. Don't waste your time with MEP's not in your area.
  • Don't hesitate to offer to send additional information by email, as a follow-up.
  • If your correspondent offers to call back but doesn't, don't hesitate to call back. MEPs and their assistants are often very busy.
  • If you don't find the answer to a question, note it down and offer you correspondent to call back once you'll have it. Don't hesitate to submit it to us (contact AT laquadrature.net, #laquadrature on irc.freenode.net or discussion list : discut AT laquadrature.net)
  • As a rule : have at hand what you need for note taking, to note down the name of your correspondent, information they might give you, a list of blocking points you may work on before calling back, remaining questions, documents you need to send to them, etc.

    • If she isn't member of IMCO or ITRE committee.

Will Mrs/Mr MEP explain the problem to her/his colleages from IMCO or ITRE committee so those dispositions be rejected, and especially amendments H1, K1, K2, H2, ... On the 7th july vote? (Ask for a strong commitment, or the reasons of a refusal)

OBJECTIF: Contacter les députés européens et leurs assistants avant le 7 juillet, date des votes en commité IMCO et ITRE, afin de les informer sur des amendements au "paquet telecom" dangereux pour la liberté des internautes et portant atteinte à la neutralité du réseau.

Vous pouvez vous inspirer des méthodes et arguments décrits ici, et/ou les améliorer et en proposer d'autres.

Il faut contacter d'urgence et par ordre de priorité:

  1. les rapporteurs au fond, Catherine TRAUTMANN (PSE, France) et Malcom HARBOUR (PPE, UK),

  5. tous les autres eurodéputés (en priorité ceux de votre pays).

Leur demander d'abandonner les amendements relatifs à la propriété intellectuelle, qui n'ont rien à faire dans le Paquet Télécom. Il convient plus largement de contacter tous les eurodéputés pour leur demander de se préparer à voter contre les propositions des rapporteurs au fond en septembre, si de tels amendements sont votés le 7 juillet.

  • Les parlementaires et leurs assistants sont des gens comme vous et moi.
  • Après avoir envoyé un courriel succint expliquant en quelques lignes les raisons de votre inquiétude, et contenant la note de La Quadrature en pièce jointe, il faut téléphoner. Un coup de téléphone est toujours beaucoup plus utile et impactant qu'un email. (les bureaux des eurodéputés sont souvent saturés de mails)
  • Restez toujours calme et courtois au téléphone.
  • Faîtes comprendre à votre interlocuteur que vous êtes électeurs dans sa région, pour une meilleure écoute.
  • N'hésitez pas à proposer d'envoyer des informations complémentaires par la suite, par email.
  • Si votre correspondant vous propose de vous rappeler et ne le fait pas, n'hésitez pas à le rappeler. Les parlementaires et leurs assistants sont souvent très occupés.
  • Si vous n'avez pas de réponse à une question, notez la et proposez à votre interlocuteur de le rappeler une fois que vous aurez la réponse. N'hésitez pas à nous la soumettre (contact AT laquadrature.net , #laquadrature sur irc.freenode.net ou liste de discussion discut AT laquadrature.net).
  • En règle générale, munissez-vous quoi prendre des notes, afin de noter le nom de votre interlocuteur, les informations qu'il vous transmettra, et éventuellement une liste des points de blocages, des questions qui restent en suspens, des documents à lui transmettre, etc.
