In December 2012, the 193 Member States of the International Telecommunication Union (ITU), an agency of the United Nations, will gather in Dubaï for the World Conference on International Telecommunications (WCIT), aimed at amending the ITU's founding treaty, the "International Telecommunication Regulations" (ITRs).
Negotiated in secret, these revisions are the occasion for Member States and telecom operators' lobbies to table amendments. Those aim to expand the ITU mandate to cover issues such as IP addressing and routing, cooperation in cybercrime and further undermine global Internet governance.
The proposed revisions' ratification will happen after the conference. That's why it's important to act from the preparatory discussions.
