Those reports, although they're only a partial view of the actual situation, are already used by national and european regulators, and raise the pressure on the European Comission to act in favor of net neutrality.

Les individus de toute l'Europe peuvent y déposer les cas d'atteintes au principe de la neutralité du Net qu'ils constatent, ou confirmer ceux déjà recensés, afin que les régulateurs ne puissent plus ignorer les nombreuses restrictions d'accès et pratiques attentatoires qui sapent la liberté d'expression et de communication, la vie privée, ainsi que la concurrence et l'innovation en ligne. Ainsi, ces signalements, même s'ils ne dressent qu'un tableau incomplet de la situation, sont d'ors et déjà utilisés dans les travaux des régulateurs nationaux et européens, et contribuent à faire pression sur la Commission européenne ainsi que sur l'ORECE<ref>Organe des régulateurs européens des communications électroniques, appelé BEREC en anglais</ref> pour une législation en faveur de la neutralité du Net.
