'On private censorship':
Private censorship - i.e. carried out by private actors, based on agreements with governments - isn't directly in the directive on terrorism. Although, the compromise amendment 2 (article 21a) calls for a better cooperation with companies in particular to counter terrorist propaganda [1]. Moreover, the compromise amendment 6 (recital 7a) on removing content and site blocking lists "voluntary action taken by the Internet industry to prevent the misuse of its services or to any support for such action by Member States (...)".
  1. Text of the amendment: "Member States shall take appropriate action, including through the Internet, such as the provision of information, education and awareness-raising campaigns and the development of alternative narratives to counter terrorist propaganda, where appropriate in cooperation with private companies, relevant civil society organizations, local communities and other stakeholders, aimed at raising awareness and reducing the risk of radicalization and recruitment by terrorist organizations."
